Form of government: council of elders.
Capital city: Sabil al-Majlis al-Kabir (or Sabil, for short). The city is neutral with respect to tribe politics and is not claimed by any single tribe.

Values: piety, honor and tradition.
Compared to other major nations, the environment is very hostile to human habitation. Voidtouched are kept as slaves (although this term is not used in the region), as their magical powers allow creation of critical resources such as water. Voidtouched have basically no control over their lives, but they are also taken care of and well-protected.

Council of elders
Name of both the ruling body and the annual event.
The ruling body consists of 5 elders, 1 each from the 5 major tribes.
The event is held in the capital city of Sabil located in central Al-Azaliyya. Once a year, the elders from all tribes gather in this city to make decisions on major issues that affect all of Al-Azaliyya. Emergency meetings can be held whenever necessary.
Elder guards
Each of the 5 major tribes provides a permanent escort of 2-3 people for their elder, the “elder guards”.
An elder guard follows the elder everywhere and protects them with their life, unless specifically dismissed by them to carry out a task.
The task can range from as simple as "Fetch me a cup of water" to as complex as "Go to this nation and study their way of life for 1 year".
